Trusted Berthing and Mooring Role in Jaya Container Terminal V Project (JSC)

At the end of 2024, the Sri Lanka Ports Authority officially issued the completion and handover certificate for the JAYA CONTAINER TERMINAL (JCT) V Project of the Colombo Port. It marks the commencement of full operations for the JAYA CONTAINER TERMINAL.



Undertaken by China Harbour Engineering Co., Ltd. (CHEC), and designed and constructed by CCCC Fourth Harbor Engineering Co., Ltd., the JCT V Project is located in Colombo, the capital of Sri Lanka—known as the “Crossroads of the East” due to its strategic role in east–west transportation. The project primarily involved the design and construction of a 120-meter pier, including offshore mooring structures, foundation treatment for the backyard, and land-based sand backfilling. Construction began on November 23, 2020. The Port of Colombo is one of the largest artificial ports in the world and a vital hub along global shipping routes connecting Eurasia, the Pacific, and the Indian Ocean regions.



In such major port construction project, the berthing and mooring system is not merely an accessory but a critical safety and operational backbone. It serves as the primary interface between vessel and terminal, directly responsible for the safe, efficient, and damage-free docking of container ships. The performance of these systems fundamentally impacts the terminal's operational integrity, asset protection, and long-term durability. Therefore, the selection of a reliable and high-performance fender system is a decision of strategic importance to the entire project's success.



As a leading global provider of berthing and mooring solutions, JIER Marine earned the trust of the project owner and construction party and was entrusted to supply the complete berthing and mooring system for this terminal.



JIER Marine supplied a JSC1150H Super Cell Fender System, which included rubber fenders, steel panels, UHMW PE pads, anchor chains, and other accessories, all complying with European and British standards.



  • Design and Technical Support:

JIER Marine promptly revised the entire design based on the new specifications. The updated design adhered to PIANC Guidelines for the Design of Fender Systems (2002), BS 6349-4, and other international standards. All revised documents were approved by the Authority, demonstrating JIER Marine’s professionalism and technical capability.



  • Inspection and Test:

JIER Marine completed the production of JSC1150H Super Cell Fender System on schedule. Bureau Veritas, a professional third-party inspection agency, witnessed and conducted all tests for the marine rubber fenders and accessories. These included Visual Inspection, Dimension Inspection, DFT Inspection for steel panel, Material Performance Test, Compression Performance Test and HDG Inspection. All tests were completed successfully, confirming the high quality of the fender system. The Sri Lanka Ports Authority reviewed and approved all test reports.



The most critical tests were the Material Performance Test and the Compression Performance Test.


The rubber material underwent extensive Material Performance Testing, including: Tensile Strength, Elongation at Break, Compression Set (70°C, 22h, 25%, using Type 2 test pieces), Hardness (IRHD), Ozone Resistance (50 pphm at 40°C under 20% strain for 100 hours), Density, Tear Resistance, Abrasion Resistance (volume loss at 3,000 revolutions), and Oil Resistance (volume change percentage after 22 hours at 23°C). The material passed all tests in compliance with international standards.



Bureau Veritas also witnessed the Compression Performance Test conducted in accordance with PIANC 2002.



The JSC1150H Super Cell Fenders were compressed three times before BV witnessed the test, and the data of the fourth compression were recorded. The recorded Reaction Force and Energy Absorption were within acceptable tolerance ranges. Additionally, the fenders rebounded quickly after the compressions with smooth surfaces and no cracks.

The JCT V Project is a key initiative of the Sri Lanka Ports Authority. The operationalization of the JAYA CONTAINER TERMINAL is expected to significantly increase Colombo Port’s throughput, enhance its comprehensive shipping services, and reinforce its status as a world-class transshipment hub and logistics center.
